Can't save user permissions.

When I am login as user 1 I can't save user permissions. I still can save permissions if I use roles it works fine but if I use permission menu submit form it doesn't execute. I don't get "The changes have been saved" message. If I export database on my local machine it works fine but on hosting computer doesn't. Does anybody has any idea what is going on or where problem can be.
