That's because dashboard now moves itself to /admin and /admin is explictly left out of that menu. Fun.

When the toolbar and dashboard modules are enabled, a "Dashboard" link used to appear in the top left of the toolbar. Following the commit at #652122-21: Acces to dashboard permission required to access Management menu this is no longer the case. I assume that was an unintended side effect.

LOL, not only was this five minutes earlier than #721328: Dashboard link no longer appears in the toolbar, but we both marked it duplicate at the same time!
