Poll displays as closed or wrong permissions

The poll module was broken for my install with the latest security updates. It displays as closed or as if wrong permissions for anonymous - as if anonymous did not have access to voting in the polls. I have quaddrupal checked the permissions and even toggled them back and forth, disabling and re-enabling the module...

It happened when I upgraded from 4.6.6 to 4.6.7 and remained thru the upgrade to 4.7 and 4.7.1.

My database has been in place since about 4.5.1.

Currently using apache 2.0.58, mysql 4.1.19, php 4.4.0.
