Add "next new topic" link to forum topic view

When viewing a forum topic, there should be a "next new topic" link if there are other new topics in the forum. The attached patch adds this functionality. To do this, it was necessary to add an optional "$exclude" option to _forum_new, so that the node currently being formatted could be excluded from the search for new topics when it has not yet been added to the history
