Bread crumbs on the taxonomy page seem to be missing. Path is http://example.com/admin/structure/taxonomy/2/list
In fact, there is nothing to suggest you are in the taxonomy section other than by looking at the URL.

heather commentedAgreed. Alot of modules and settings depend on the breadcrumbs for navigating through configuration options.
Not sure if you've seen 'No breadcrumbs in Seven' for a more detailed discussion on this #548806: No breadcrumbs in Seven
Besides the breadcrumbs: Taxonomy editing is confusing. I should mention it's the same if you use Garland for the admin theme as well. Why when you edit on a term in a vocabulary does it take you out of your admin theme? Are you looking into this?
