If I create a new article and choose 'Create new revision' under 'Publishing options', this option does not get set when I push submit. I have to edit the article again, choose it one more time and push submit, then it gets set and I get the 'Revisions' tab on top.

killes@www.drop.org commented"create new revision" is different from "published" etc. it does not get stored per node but only per node type. You can store it as a preference when you configure your node types. The revisions tab only shows up if there is more than the initial revisions. Guess that could be documented somewhere.
