This patch moves the user administration page to top as envisioned by the D7UX IA. It does not rename the item to "People" since that would most probably require extensive help text changes. Unlike Appearance where the notion of "themes" are kept, this area is about to rename "users" to "people" altogether, so it seems best to leave that to a follow up discussion. Moved user settings, permission and role settings as well as user profile setup to site config as envisioned in D7UX.
Attached patch also fixes the order of the top level IA, so now in the desired order (although Site configuration is not yet "Configuration and modules" and "Users" is not yet "People" and "Reports" still appears top level.

gábor hojtsyYes, it was already a huge patch, so I left renaming it to elsewhere. Since there is minimal "admin/user/*" path references after this patch, the renaming patch would mostly look at the help text instead.

ressaThis is probably too late, but I think naming this section "People" is a little counterintuitive; What if you have users that are companies? They can hardly be called persons, even though they have the status of legal "persons" in USA 8o)
I haven't followed the discussion so I guess there are good reasons for changing this.
