What is the problem to solve?

From the admin/appearance is hard to know which of the installed themes are deprecated or experimental.
Even if Drupal 10.x has no deprecated themes is good to know there aren't.

This kind of information is available for modules admin/modules but not for themes.

This improvement is for site builders and maintainers.

Result: what will be the outcome?

If a theme is deprecated it will be marked as such by an icon and a link.

The link will point to Drupal docs and the specific theme, similar to the modules page:
https://www.drupal.org/docs/core-modules-and-themes/deprecated-and-obsol...{theme}.
