Change the separator in document title

Problem/Motivation

In #3370946: Page title should contextualize the local navigation the document title is updated to include the section title: [Current page title] | [Section page title] | [Site title], e.g. Manage fields | Article | Drupal. But the separator | could be changed to something to : or ».
