Steps to reproduce

1. Enable layout build in content type
2. Create a block type
3. Create a new node with the content type of layout build enabled
4. Edit the layout of the node
5. Add a block
6. Select the new block type
7. At this time, a dialog pop-up window pops up, keep the pop-up window on the interface, do not close it
8. Then open the console (F12)
9. Change the height of the console, and you will see that js reports an error.

I am not a professional front-end, did not find the root cause, this is just a temporary solution.
Or is there a more professional front-end developer willing to follow up?

Tagging for issue summary update as there is no proposed solution.

May need to debug why that data is empty in the first place. May be masking a larger issue.
