Creating a block and exporting the config files modifies the config files of some other blocks

Problem/Motivation

After creating a block and exporting the configuration files with "drush cex" the translation of some other blocks is modified.

This is how the confugaration file of the created block looks like:

Creating this block also caused changes in other blocks:

For example in block.block.userlogin.yml:

Steps to reproduce

I used the system: Drupal 9.3.0-beta2, PHP 8.0.7, Database: 10.3.30-MariaDB-1:10.3.30+maria~focal-log

1. Export configuration files with drush. No changes.
2. Go to "/admin/structure/block/block-content"
3. Create a basic block ("/block/add/basic")
4. Call the block "Display Ad 1" (id is: displayad1)
5. Insert this content:

6. Place the block somewhere inside the footer
7. Export configurations with drush.
8. Git shows changed config files that do not belong to the above displayad1 block
