CKEditor now includes a bender-runner.config.json file that we do not need to be shipped with Drupal Core.

Proposed resolution

Remove it, and exclude it in build-config.js.

Thanks @Wim Leers! For posterity: adding credit not for the "perfect" ;) but because Wim explained on the private sec issue how to solve this. And thanks @cilefen for both the followup and for getting the releases built.

Committed to 9.3.x and cherry-picked to 9.2.x.
