Problem/Motivation

Before we can upgrade our dependencies in Drupal 10 (#3118149: [meta] Requirements for tagging Drupal 10.0.0-beta1), we need to add forward-compatibility for the new versions in Drupal 9 minors.

Proposed resolution

Add compatibility for upcoming major versions of dependencies to Drupal 9 core minors, including addressing deprecations added in those versions.

At this point, I'm fairly confident that a jQuery 4 alpha will not be available in time for Drupal 10.0.0-beta1, so I'm moving the jQuery section to #3267879: [meta] Add compatibility for the latest major and minor versions of dependencies to Drupal 10, which will become active once 10.1.x opens.

Given that CKEditor 5 is available as a beta and tracked under #3118154: [meta] Deprecate dependencies, libraries, modules, and themes that will be removed from Drupal 10 core by 9.4.0-beta1 as a must-have, we can marked this fixed! Adding credit for folks who helped keep the meta updated.
