Steps to reproduce:

  • Install Drupal with art installation profile.
  • Create theme called art.
  • There won't be any error but subtheme won't load global-styling css.

I think the same is reported in #371375-59: Do not allow a module and theme to use the same name.. Re-open this if I am wrong.
