When updating from 8.8.3 to 8.8.4 using composer, which has always worked before, I get

$ composer update drupal/core --with-dependencies
 > DrupalProject\composer\ScriptHandler::checkComposerVersion
Loading composer repositories with package information
Updating dependencies (including require-dev)

and then nothing happens, however long I wait.
This is under Linux, Ubuntu 16.04, with composer.phar version 1.10.1. Version 1.9.2 also failed in the same way.

Append -vvv to see more verbose info, it might be in progress, just no feedback for a while.

$ composer update drupal/core --with-dependencies -vvv

Worked for me:
composer require drupal/core-recommended:8.8.4 drupal/core:8.8.4

Following worked for me:

Make sure the following lines in composer.json are as below (in my case they were still 8.6)

"drupal/core": "~8.8"
"webflo/drupal-core-require-dev": "~8.8"

Then:

composer update drupal/core symfony/config webflo/drupal-core-require-dev --with-dependencies
