Change 'private' to 'protected' in Gettext component. [#2935192]

This issue is part of #1861442: [meta] Review of Drupal\Component\GetText files that aims to clean up the Gettext component.

Problem/Motivation

The code of the Gettext component is not consistent with the current Drupal coding and documentation standards.

Proposed resolution

Discuss if this is a desired change. See #2727011: [policy, no patch] Private vs protected, and the role of inheritance
Fix it when discussed.

This change was suggested in the parent issue. A generic discussion on this subject was started in #2727011: [policy, no patch] Private vs protected, and the role of inheritance. I'd rather have it discussed there then (again) in this issue.
