Per http://cgit.drupalcode.org/drupal/tree/core/MAINTAINERS.txt#n212 we currently don't have a subsystem maintainer for the file system.

For Drupal 8, we currently have several critical issues that are being left unattended as well as roughly 350 file system / file.module issues.

As the Media initiative makes its way through Drupal core, it's going to become more and more important we make sure we have a well supported underlying file subsystem.
