Problem/Motivation
Drupal hasn't had a maintainer for the file module for a long time.
kim.pepper has been doing a lot of work to modernize the file system with dww and has expressed an interest in putting his hand up as a maintainer of file.module
Proposed resolution
Add kim.pepper as maintainer for file.module
Remaining tasks
Get agreement from kim.pepper that he's willing to take on the role.
Patch MAINTAINERS.txt
Get sign-off from required folks
User interface changes
API changes
Data model changes
Release notes snippet

larowlan🎉 @dww - any chance you're also interested, you and Kim have been smashing stuff in the file space in the last 12 months or so? Many hands make light work etc.

dww@larowlan thanks for the vote of confidence. :) Sadly, I don't have on-going support to dedicate the kind of time required to fulfill the duties that entails. Neither for file system, nor for update module (which I basically abandoned), other parts of core I once co-maintained, being an active member of the sec team, d.o infra, project*, etc, etc. :/ If anyone wanted to hire me part-time to take any of this on, I'd love to help. :)
