CKeditor does not populate styles dropdown correctly in 8.4.0. Styles added to the text format configurations are not populated correctly to the WYSIWYG editor. The dropdown is activated but it remains blank.

Steps to reproduce

1. Install both vanilla 8.4.0 and 8.3.7 versions.
2. Go to admin/config/content/formats/manage/full_html.
3. Enable Styles dropdown by dragging the dropdown button to the toolbar.
4. Add custom a style to the Styles dropdown configuration. For example a.button|Button is enough.
5. Create a new basic page and create a link tag.
6. Open the styles dropdown.

Result:

Style dropdown is active but dropdown remains empty.

Expected result:

Style dropdown is activa and style dropdown is populated with the new styles.

I tried:

a.button|Button
p.fancy|Fancy
blockquote.callout|Callout

And only p.fancy works.

So I can unfortunately confirm this bug. This bug still exists in CKEditor 4.7.3, which was just committed at #2908864: Update CKEditor library to 4.7.3.

Ugh, sigh, this was a duplicate of #2911749: [upstream] CKEditor 4.7 regression: Styles dropdown broken. I skipped reading that one first because it has a vague title.
