Environment:
Drupal 8.2.2
PHP 7.0.8
Steps to reproduce:
1) Install drupal with 2 languages - Latvian & English (Latvian - default) in my case.
2) Modify "Article" entity - add date/time field (Event date) to it and do not check "Users may translate this field"
3) Create a view where you filter the entities with filter Event date <= now for example
4) Add the filter "Content: Translation language (= Interface text language selected for page)"
4) Add some entities and translate them.
So now if you look at the view you should see the entities in the chosen site language (e.g. LV and EN).
It works for the default language - LV, but if you switch the language to EN - no entities are found in the view - this is because of the Event date filter.
As soon as I add the setting "Users may translate this field" to the Event date field and also re-save the created entities translations in English with the correct date value in the field - then entities are starting to appear in the English version of the site as well.
