#2724819: Create experimental module for place block on any page feature introduced a block configurator.
Personally the popup should be rendered in the backend theme for several reasons.

1) The admin is used to the backend theme
2) It looks nicer, frontend tables usually are not webmaster friendly

Maybe it is a possibility to switch depending if you have the permission to view the admin theme.
Or make it configurable, just like it is happening with the media module in drupal 7.

This will be resolved by this issue: #2784495: Normalize block place and outside-in experiences which will rationalize the block place and outside-in modules so that they both use the off-canvas tray dialog.

Changing status to closed duplicate unless you have objections.
