I don't agree to be honest. IMHO its up to the choice of the user whether they want a new tab or not, but well, maybe this view of the world is wrong :)

On top of that the same description exists in \Drupal\system\Form\DateFormatFormBase::form, and there we also don't open up a new tab.

Isn't this against accessibility guidelines to unnecessarily open things in new tabs?

Is d.org links open in new tab ? If not, why PHP.net should be ?

Generally it's not seen as a good usability/accessibility thing. Better to give users control over this most of the time.

A policy issue exists to discuss this problem, #2702881: [policy, no patch] Formalize how external links are handled in core and is still in discussion. When that is resolved all the links in core will be examined to ensure they agree with the policy. Because of that I think this can be closed I think the best fit is closed (works as designed).
