I recently added a new role. After adding it I went to the permissions page - /admin/people/permissions - and after briefly displaying correctly all of the check boxes blanked out. I am gong to attach a screenshot.

It has stayed this way for days. If I hit Show or Hide descriptions the page is redraw with the check boxes but after showing for a split second is blanks out again. Any ideas?

BTW - I had no idea what component to choose - since it is required - I just chose other. Hopefully someone who knows will fix this.

If this bug report is in the wrong place please move it or let me know.

Check watchdog and your web server error log for errors. Also check your browser console log when the page loads. Please report your findings.

Is this happening in all browsers?

Are you using a module that modifies the page, such as one that makes it easier to search through the permissions?

Thanks for the leads.
While I was looking at the Firefox Console I accidentally clicked on the page and lo and behold one of the sections opened up and showed me the setting boxes for that section. I had not noticed that the page was showing only section titles but not the individual settings - does that make sense? I see it now on the screenshot. Apparently now the permissions page comes up collapsed?
Is this what the Show / Hide descriptions link is supposed to control?
Is it that my page is hiding descriptions automatically and not showing them when I hit Show descriptions?

No, "show/hide descriptions" shows and hides the detailed permissions descriptions that are shown in italics in the seven theme.

Right - I am going to attach a new screenshot with one section clicked open - captcha.
Before adding that new role I mentioned in the OP the sections were not "collapsed"

Clicking on the permissions categories does nothing on a vanilla install—the are all visible, I just checked.

Yeah, you must have a module that is collapsing the page for you. I suspected that you might, which is why I asked.

If you want to stop this behavior then you need to figure out which module is doing it. If you can't figure it out on your own then post a list of your enabled modules and we'll help.

I suspect that you are right about it being a module. This is a development site and is a copy of a production site. There are very few differences between them. On the prod site the Permissions Categories are all expanded but they are collapsible.
It happened suddenly when I added one more Role. Seems like strange behavior and not obvious to me what module might be doing it (I am not using the Fast Permissions module - saw that it can cause this kind of behavior) but it is not worth spending more time on at this point.
I'll come back here and report if I figure out what is doing it.

Just want to let others who stumble onto this thread that I found the setting /module that is/was doing it -
Administration » Configuration » Administration > System Tweaks > Collapse module groups on the Permissions page
