I did a patch to enable end user to migrate Terms of Vocabularies from Drupal 7 to Drupal 8 ; to import Vocabulary check the issue #2410875: Migration for Drupal 7 Taxonomy vocabularies and terms.

Added a test of the d7_taxonomy_term migration.

This patch depends on https://www.drupal.org/node/2410875#comment-9961997. Since that is not yet in, I'm postponing this issue on that one. However, if you apply that patch locally and try this migration, it should pass.
