After uploading a user picture, the picture shows fine in edit mode after save. However, the picture is not displayed after switching to view mode. Instead the default picture is displayed for all users as if no user pictures exist. I had verified that the image files are actually loaded in the correct folder but somehow they are not linked to the users. BTW, the default picture image file exists in the same folder with the same permission (750) so does not look like a file permission issue.

This used to work fine when I was on drupal 7.28. I noticed this issue and other image display issues after upgrading to 7.29. After upgrade to 7.30 and now 7.31, other image display issues seem to have been resolved but the user picture issue remained.

There is another old issue dealing with user pictures being lost. Please check #935592: User picture is deleted after calls to user_save(). There is an RTBC patch in comment #89. Try applying it and see if that fixes the problem.

I did see that issue and tried the patch, which I thought might be related. However, the patch did not solve my issue. Not only that, after applying the patch, the picture could not even get displayed in edit mode after pressing the Save button.
