Following from #1077578-91: [Followup] Convert bartiks page.tpl.php to HTML5

Have Bartik follow the example in Core core/system/templates/page.html.twig

Remove ID's where possible and refactor CSS accordingly.

Closing this issue as it duplicates #2347751: Remove id selectors from templates of Bartik which is currently actively being worked on and contributed to with patches that achieve the same goal.
