When Views bulk form is submitted selected entities are passed to Action's execute() method. But since entities are in form of a list the proper method to be called on the action is executeMultiple().

I'm betting that will fail.

That should be the Action *entity*, not the Action *plugin*.
\Drupal\system\Entity\Action has this method:

  public function execute(array $entities) {
    return $this->getPlugin()->executeMultiple($entities);
  }

Yeah, you're right. Since in this case actions are entities and not plugins.
