Adds a JS (instantfilter for tests table) + CSS (tests table + test results styling)

I'm not sure, but I think it's fine to simply put both into a single library and just attach that where applicable.

#2203407: Replace #attached library array values with provider-namespaced strings has landed, so we can go ahead here.

Simpletest module currently has a libraries file, and attaches the library to the form render arrays: http://cgit.drupalcode.org/drupal/tree/core/modules/simpletest/simpletes...
