PS: I'm not sure if this is a core issue or if it has to do with the recent upgrade of d.o to D7 and the issues with the packaging system.

dwwAlmost certainly caused by #2137201: [META] Regressions in project_release handling of version element fields and release-history XML which is now resolved. Please re-open if there's still a problem, but this should be working properly again now.
