I'm working on a distro with several field-related modules:

* Conditional Fields
* Panelizer
* Automatic Entity Label

This causes too many tabs to fit on smaller sizes of screen on the content type edit view (see attached image). Hence the end tabs wrap and are invisible.

I have the same problem.
What I did as a workaround was to modify the style.css of the default admin theme (seven) and comment the line 260 (float:right) and modify the line 271 so that there is a margin: 2px; (before: margin: 0 2px;). This works for me.
