The first line in Admin > Upload says "The maximum size of a file a user can upload in megabytes. Enter 0 for unlimited". However, for each role, setting the "Total file size per user" to 0 disables uploads. There is no way to allow for unlimited uploads per user.

Setting this to 0 should enable the same functionality as the other zero setting.
