After changing description of a node type, page admin/structure/types shows new description, but page node/add still displays the old text.
As a result, you can't edit the node type description for normal users on page 'create new content' (node/add).

Have you tried clearing cache? Are you using Boost, Varnish or some other caching mechanism that may be holding an old copy of /node/add?

Clearing cache via admin/config/development/performance does not help. I do not use any of these caching modules. Disabling cache in Drupal core does not change anything. Logging off and on changes nothing. Logging in as an other user changes nothing.
