I think, it would be nice to check in front of the upgrade from D7 to D8:

If the file settings.php is NOT writable, throw an error message and stop any action.

Sorry, I am no php-coder. I cannot give you the code to do this.

Annotation:
This would be helpful, because this file has to be always read-only, if we want to update e.g. within D7! This is the difference between update and upgrade.

I double checked that if settings.php is not writable a requirement error is provided in the UI and any action further is stopped.
