As far as I can tell, the only differences is:

  • 2 comments (one mentions Bartik, one is an @ingroup themeable)
  • Div instead of section (HTML inituative has not changed bartick yet)

Yeah... I think that Bartik was doing something differently at some point, but given the above, this template should be removed from Bartik.

Postponed due to Classy work. Comment templates are being worked on and being put into Classy which Bartik now depends on.
This issue needs to be fixed first #2349659: Copy comment templates to Classy.

OK my bad, I looked into this further and realised that comment-wrapper template does exist anymore.
Bartik has comment.html.twig which contains different extra content to comment.html.twig in Comment module so that will now not be removed.
