We need the following feature:

One could mark some categories of the taxonomy system as "non-selectable", what means that this category would become impossible to be assigned as the category of an entity. Non-selectable categories would be nevertheless usable as parents of other (possibly selectable) categories.

This way one may for example want to make selectable only leaf nodes of his taxonomy system.

Also it would be desirable to attach roles to categories allowing (or disallowing) a user to create a subcategory.
