I just realize that Draggable Views module activation make the submenu "Management/Structure/Panels/Layouts" disappear (Drupal Core 7.28 and Panels )
I don't know if it's a bug or not, as I'm not sure I've really understood this module purpose.
Would someone help?

EDIT: I finally understood what is that module for. I don't really need it for this time but I confirm that its activation makes the admin/structure/panels/layout unavailable. Although it seems not to be all the times. Strange!

There is no admin/structure/panels/layout. It is plural. admin/structure/panels/layouts. Path works in the latest Panels 7.x-3.5. I do not see the menu link in the management menu. I only see /Management/Structure/Panels.

Marking as Postponed (maintainer needs more info). Will close ticket if no response in 2 weeks.
