After downloading and enabling draggable views with the panopoly distro, drush gives this fatal error:

Fatal error: Cannot redeclare libraries_drush_command() (previously declared in .../profiles/panopoly/modules/contrib/libraries/libraries.drush.inc:11) in .../sites/all/modules/libraries/libraries.drush.inc on line 25

Disabling draggable views removed the fatal error. I am not familiar enough with coding to create a patch but did find another similar issue that has a patch. #1948852: Remove libraries module from make file and load new version GeSHi-1.0.8.11
