I think the theme.php files can be removed from the Documentation git repository. They are not needed any more (see header in the files). This issue is to track the commit and to remind me to do it. :)

As per the theme.php file headers, we should wait until
#716496: Theme functions group needs some updates
has been fixed for 8.x, 7.x, and 6.x before deleting the theme.php files.

That issue has been taken care of for 7.x and 8.x, so I just removed the theme.php file for those branches. 6.x is still waiting.

I think that issue is unlikely to ever get done for 6.x at this point, so I'm just going to close this issue.
