Module Weighting

First thing, this is a great module. There is a ton of very useful goodies in devtools that simplify module development. Nice work, Yuriy.

One issue I have had on a couple sites is a function not found error when trying to run the devtools_load() function. I usually just do an update on the system table and set the weight of devtools module to something lower than my custom modules to ensure its loaded first.

An elegant solution could be to run this update query using hook_enable.
