Taxonomy hierarchy not imported

Taxonomy hierarchy is exported, but not imported when I enable my custom module.

Steps to recreate:

1. Create Taxonomy items with hierarchy
2. List term uuid's in custom module's info.yml file
3. Run drush default-content-export-module {custom_module}
4. Remove Taxonomy items
5. Disable/enable {custom_module} (to import)

Any idea why this is happening?

Also, I do see a similar issue: Taxonomy hierarchy is not exported (2687075) where a fix was already released. However, this does not seem to apply to my use case. Maybe because I am using dcem instead of dcer?
