Decisions Selection should not show results if the config says not to

If AJAX is enabled, Selection Decisions always show the results of the vote when a user submits.

This can conflict with the Decisions' configuration, which may say to show results only once questions are closed.

This simple patch modifies Selection mode to check the permissions (it now runs _decisions_can_view_results()) before showing voting results.
