The "Image settings" doesn't change anything on drupal 7

I set the image width and hight like this http://img40.imageshack.us/i/pic2gb.png/
to fit the width wide. but it look like this http://img828.imageshack.us/img828/5936/piczn.png the picture width size is more that the looking. i set it also the image setting 0 & 0 to keep the image size but the width is fixed, i also trying to fix on ddblock.css part but found nothing.

I'm using zen theme and i set is ddblock on the header.
