I use footer slideshows, and the title offsets them just far enough that the user has to scroll to see the complete image from my footer slideshows. Would it be possible to add an option to the settings page for each block, so that we can "omit" the title or maybe move it to the bottom of the block? : )

Do you have a link to the slideshow on your internet site, so I can see what you mean?

Edit:
You can set <none> for the block title, so it will not show.
This is functionality of the blocks module.
