When a user is created by an administrator timezone is set for the account, but timezone_name is not set until the user logs in.

Any functionality based around the users timezone name will be broken until that user logs in.

Both should be set on account creation.

Unfortunately the Drupal 6 version of the Date module is no longer supported. That said, we appreciate that you took time to work on this issue. Should this request still be relevant for Drupal 7 please feel free to reopen it. Thank you.
