On Create Node page, Date Repeat options show weekdays under Repeat On with Sunday as the first day even if the site settings under /admin/config/regional/settings specify Monday as the first day of the week. The site setting should be respected and Monday shown as first and Sunday as the last when the first day is set as Monday.

Well, there was really no plan to do that, so it's more by design than a bug, but I went ahead and figured out how to get it working.
