Filter granularity smaller than 'day' ignores time settings. It seems the sql is comparing the two dates as slightly differently formatted strings. ("2011-04-14T16:55" vs "2011-04-14 16:55").

Managed a quick fix by adding:

$value = str_replace(" ","T",$value);

to line 131 in date_views_filter_handler_simple.inc

probably not the proper way to fix this.

Ah yes. We use the ISO format in our SQL comparisons but the date widgets provide datetime values. Committed a fix for this.
