Problem/Motivation
In comments section Border is missing above the text formats
To Reproduce:
Enable comment on node. On node view page at the bottom of page there is no border above the text formats.
Expected Result:
There should be border above the text formats.
Actual Result:
In comments section Border is missing above the text formats
Proposed resolution
Add border above the text formats in comment section

flashwebcenterIt should not have a border on the top. It was an extra margin. It is fixed and pushed to dev.
