When adding a dev release, I couldn't use a zero for major release. I had to do use major 1 , patch level x , extra dev to get it to work. chk says that the should be autofilled.

Zero is not valid for the major release; when you see a package named as my_module-6.x-0.x-dev, it is because the package has been created from HEAD.
