On the Download & Extend page, there should be a block in the right sidebar showing the people with the top 10 most commits.

That's a little bit more generic then that: every project should have this block (it is actually not really relevant for Drupal core itself). Moved to CVS integration.

David Stosik worked on these issues in Paris (all around restructuring the project pages), so if you have trouble finding these issues, you can also just look at http://drupal.org/user/49385/track and use the pager :)
