Invalid Argument on page manager when panels isn't installed

page: admin/build/pages/add

Variant type isn't a requirement of the form, but the logic for it isn't testing whether there are any variants before foreaching through the variable (I assume). I'd provide a fix for this but I'm wondering about the use case, as I don't know whether these pages should even be usable with out some type of variant.
